CONSTANTINOPLE.
November 10. Tho difficulty which lately arose between the Russian Government and Prince Alexander of Bulgaria has now been amicably arranged. The terms of settlement provide that a Russian is to be again appointed to the position of Bulgarian AVar Minister, but that ho shall abstain from taking part in Bulgarian politics.
