October 27. Mr Graves, at present Consul in Samoa, succeeds Mr Annesley in Madagascar. _ Princeßismark has been severely criticised in Berlin for neglecting to acquire New Guinea for tho Empire. Tho Spectator considers it now to be impossible for England to allow irregular expeditions such as General M'lvor's to adventure in New Guinea. October 28. The regiment of soldiers who for some time past have been guarding the Government buildings in Madrid, during the recent Republican outbreaks, have been withdrawn. The Economist, in an article on financial matters in the colonies, considers that the Australian banks are too active, and fears that a reaction will ensue. One of tho " Invincibles" has been sentenced to a year's imprisonment for threatening to murder Mr J. J. Colman, M.P. for Norwich. The British Shipowners' Associatian are pressing upon Earl Granville the necessity of offering greater facilities for tho construction of the second canal through Suez. The Pope has written to Archbishop M'Cabc enquiring whether Irish priests have abstained from encouraging the agitation in Ireland. No reply has as yet been sent.
