Telegrams arc to hand from Malta and Trieste reporting that a severe shock of earthquake was felt at those places to-day. Intelligence has been received from A"alparaiso that a final treaty of peace has been signed between Chili and Peru, and that Chillians are now preparing to evacuate Lima and Callao. Dr Magcr, Bishop of Pcterboro', -who has been in a precarious state of health for some time past, has suffered a relapse, and much anxiety is felt as to his recovery. October 25. Earl Derby, Secretary of State for tho Colonies, writing to tho promoters of the company which lias been formed for the colonisation of New Guinea, states that the Government cannot permit the company to carry on its projected operations, iind that if the latter are attempted, Mr Dcs A r ccux, tho Governor of Fiji, and tho Commodore of tho Australian station, will be called upon to interfere and protect the islandors. A proclamation has been issued by tho Paraellites announccing that a meeting of tho party and its sympathisers will shortly be held at Innesearra, one of the north isles of Arran, off the coast of Donegal. The latest news to hand from South America shows that tho Chilians have now evacuated all the towns in Peru except Arequipa. It is further announced that General Iglesias has been formally rccognifed as Dictator of Peru. Intelligence has been received from Hayti that the native outbreak has been renewed, and that five hundred residents of Port au Prince have been massacred by the rebels. Tenders for the Otago Harbor Board loan of £200,000 at 5 per cent and a minimum of £95, were opened to-day. The total amount offered was found to bo £311,000. Tenders at £95 12s Gd will receive GO per cent of allotment, and tenders above that price in full. Tho ship Mirzapore, bound to London from Melbourne, has run ashore at Boulogne. The captain and crow were landed safely, but the vessel's position is critical. October 20. The death is announced of Captain Maync Reid, tho well-known novelist, aged 05. It has transpired that the French Cabinet recently proposed to the English Government that, as reparation for the treatment of the Rev. Mr Shaw at Madagascar, they should award him £1000 as compensation, and make a suitable apology. Tho proposal has been under the consideration of tho English Cabinet, and it has been decided that the French offer should bo accepted. The promoters of the New Guinea Company have written to Lord Derby that he has entirely mistaken the objects they have in view. Those are, thoy state, purely peaceful, and for trading purposes. They ask His Lordship to accord them an interview, so that tho intentions of the company may bo fully explained.
