Not being a lawyer he cannot take over Mr Whitaker's portfolio of Attorney-General, which, in all probability, will be assigned to Mr Conolly. I doubt the likelihood of other Cabinet changes yet awhile, but it is not impossible a readjustment may be effected later. This necessarily will be the case when Mr Johnston goes. It will also be necessary to appoint another Minister to the Legislative Council without portfolio, to assist Mr Oliver in putting Government business through, thn work being too heavy for one man, even when that man ■was so skilful and experienced a veteran as Mr Whitaker himself. It is uncertain as who will be offered this position. The policy of the now Ministry will continue tho same as that of the Whitaker Government. The preliminary arrangements for a complete reorganisation of the Civil Service have been set afoot."
