September 11. The directors of the Suez Canal Company have decided to introduce from the Ist January, 18S4, some modification of the existing regulations under which traffic throusrh the canal is conducted Among other things the company has decided to reduce the dues payable on vessels m ballast, and to undertake the charges for floating ships that may become stranded in passing throusrh the canal. The Temps, in its issue to-day, announces that the British Government has agreed to mediate between France and China for the settlement of the difficulty in Tonquin. Admiral Pierre, who recently arrived here after resigning the command of the French forces at Madagascar on account of illhealth, died to-day.
