JUDGES REPORT

Tho following report from Sir John Ilawkshaw and Mr Abernethy, Avas received by the English mail, and the chairman of the Habor Board has kindly placed it at our disposal for publication : —■ Wo have examined the numerous competitive designs for the proposed _ harbor improvements at the port of Napier, together Avith tho reports and estimates prepared by the competitors. We have also studied the plans and other documents supplied to us for our information, and are iioav able to give our decision on the question submitted to us. After duo consideration wo recommended that the premium of £500 be awarded _to the author of the plans and report to which tho motto of " Carpc Diem " is appended At the same time avo thmic it desirable to make the following observations on the designs proposed by " Carpc Diem : — Generally avc are of opinion that the. Avorks may bo carried out in the order sua-gested. To tho protection of the base of The Bluff we attach especial importance. No provision is made for extending the west mole, although it is stated that this may bo necessary iv certain events. VVc concur that the extension of tho east mole should be undertaken in the first instance, but Aye think it probable that some extension of the Avest mole will also be

necessary. As the extension of the east mole proceeds the effect on the channel should bo noted, and the full extension recommended by "CarpeDiem" should not be completed until it has been ascertained that the channel can bo maintained at the required depths with a longer overlap of the moles than there is at present. Wo think it will bo probably best to omit the timbor screen on the upper part of the Avork in the extension of tho east _ mole, substituting planking and rubble filling as suggested in paragraph 48 of tho report. With regard to the proposed reclamation and formation of two channels opposite the Avcst quay, avc avoulc! remark that if the berths at tho AA : cst quay arc now subject to disturbance from Avaves entering tho harbour such disturbance Avill bo increased .by any eurtailmcut of the water space landward of the moles. Some modification in the length or Avidth of the channels may be necessary on this account.
