MADRID.
August D,
Intelligence having been received by the Government that revolutionary designs have been manifested in tho ranks of tho military stationed near Logrono and Barcelona large forces of loyal troops have been despatched to those places in view of a possible rising. The recent indications of revolutionary tendencies in the army have caused much alarm, and the Cabinet has in consequence issued a proclamation announcing tho suspension of the constitution now existing in Spain. Later news to hand from Barcelona states that numbers of insurgents who had congregated near than town have dispersed, owing to the intelligence that a force of troops is on its way to the scene.
