NAPIER MUNICIPAL COUNCIL.

Wednesday, August 1

The Council met at S p.m. Present: Ilis Worship the Mayor (chairman), Cr.s. Faulknor, Cohen, Neal, Margoliouth, Graham, Cotton, Ellison, and Lee. WIDENING SIIAKKSrEARIS ROAD. Cγ. Ellison moved, "That a sub-com-mittee be appointed to ascertain the probable cost of widening , Shakespeare road and forming , a footpath throughout its length." Cr. Graham .second the motion pro forma. Cr. Ellison said his reason for selecting the present time for bring , forward this motion was because the town was being re-surveyed and anew map prepared, and it would bo cheaper to ascertain the cost of -vvidcniiiynowthan.it a future d:ito. lie would bo very glad, at the same time, if the motion was amended so as to include other streets. Although he did not anticipate that any immediate action would be taken to widen the street, it would be as well to decide tlie matter at once, so that persons who intended building might be guided thereby. Cr. Cotton thought Cr. Ellison had selected almost the only road in the borough that did not require widening, lie believed he knew what Cr. Ellison was driving at. That councillor had been absent from several meetings lately, and wanted to have a " drive " at the foolishness of the Council in voting , money for widening other streets. If Cr. Ellison believed the Council had voted that money without good cause ho was mistaken. Cγ Faulknor did not think the Council could do anything in the matter. When tho widening of Shakespeare-road was proposed in tho Provincial Council it was found that the property-owners would require several thousand pounds compensation. If the property-owners there now wished the road widened they should act like tho pro-perty-owners of Emcrson-strpct and Dickens-street, and undertake the work themselves.

Cr. Grahnm said ho only seconded Cr. Ellison's motion to hear what he had to say about the matter. Now that ho had heard him he could only add that it would be wasting time to discuss the question any further.

Cr. Neal .said, if Cr. Ellison's motion did no good, it could do no harm. At present, however, he saw no chance of the Corporation doing anything in the matter, and did not think it" would bo advisable for the Council to waste time discussing it, except the question was brought up by the landowners themselves. Cr. Ellison, in reply, conk'u.led 1 hat the case of Sbakespenre-roiid was vcryditlcrcntirom those of cither Emerson or Dickons-streets. In the latter instuiicpe tho widening only bencfitted a few property-holders, while in the ease of Shakespearo-road the work was of public importance. From the "Borough Solicitors, re Sir -Robjohns' application to purchase tho portion ot road between town sections 331 and 333,

Stamford-street, being the only portion of the street not taken for railway purposes, stating that it might bo sold to Mr Robjohns, subject to the consent of MrColonso, the owner of the adjoining sections, being obtained.

From MrW. Colenso, asking to purchase at ii fair price half of the portion of Stam-ford-street not taken for railway purposes. —After a good deal of discussion, in the course of which Crs. Margoliouth and Graham insisted that the necessary steps should be taken for disposing of the- land,., whilst Cr. Neal and others strongly deprecated such a course of action on the ground that in the event of the railway lino being altered (which was highly probable) the other portion of the street would bo handed bank to the Council, it was resolved that a reply be sent to Mr Colenso and Mr Rubjohns that the Council will not entertain the proposal to dispose of Stamford-street at the present time.—The only dissentients were Crs. Graham and Margoliouth. .From Mr W. Miller, Chief Firo Inspector, forwarding particulars of tho extra accommodation required for providing a cottage for the engine keoper at the Spit. Preferred to Public Works Committee.

From Mr W. Bogle, secretary Napier Fire Brigade, pointing out that the brigaclo has not an adequate supply of hose, and is ■without the necessary funds to procure more. The greater part of that now in itso was seven years old, portions being leuky and untrustworthy, and in the event of a largo fire breaking out would prove unequal to the occasion.—Cr. Lee moved that tho matter bo referred to tho Public Works Committee. —Cr. Marg-oliouth said that m?ant deferring, it for a month. If the _ matter was of such vital importance as wns represented why not deal with it at once ? ■ —Cr. Leo replied that tho brigade was to blame for that, and not the Council. The letter should hnve been sent in timo to be considered in committee.—Cr. Lee's motion was carried on the voices.—Cr. Margoliouth here arose and wished to mpvo an amendment.—The Mayor said it should have been moved before the question was put.—Cr. Margoliouth said the Mayor stopped tho discussion on tho motion and put tho question.—The Mayor said he waited a reasonable time.—Cr. Neal rose to support Cr. Margoliouth, but was interrupted by Cr. Lee, who pointed out that Cr. Neal was out of order, there being no motion before the Council.—The Mayor ruled Cr. Neal out of order, and the matter dropped. From Messrs J. T. Rcnouf and others complaining that section 2oG in Dickens street was a nuisance, and asking to have the nuisance abated. —Enclosed was a letter from Dr Caro certifying that tho section in its present state was a menace to tho health of the locality.—A long discussion ensued as to whether it was sompotent for the Council to t'iko any action in tho matter pending tho decision of tho R.M. with. respect to another section that had been filled in by the Corporation in tho eamo locality.—Ultimately it was agreed to refer the petition to the Public Works Committee.

From tho secretary Chamber of Cont->y merco, stating that tho mattor of tho removal of the railway goods shed to a moro convenient position was being urged by tho Chamber.

From Mr John Buchanan, M.H.R., forwarding draft of a letter sent by him to tho Minister for Public Works Avith respect to railway encroachments in the borough, and stating that up to July 21st he had had no reply to the communication. He would press the matter again at an early date. From Mr James Taylor, complaining that Messrs Glcndinning and Griffin have been in tho habit of depositing soil from their brickyard on North strcot, with tho effect that tho drains oA'eriloAved in wet weather and flooded his garden to a depth of seven inches.—On tho motion of Cr. Margoliouth it was docided to write to Messrs Glendinning and Griffin directing them to rcmoA'O the obstruction Avithout delay. TJIE NEAV WATERAVOEKS PLANT. Cr. Ellison moved, and Cr. Ncal seconded, that the letter and report of Mr Stewart on the new Avatenvorks plant be referred to a select committee of tho Avhole Council to be held on Monday ovening , next at 8 o'clock. PUBLIC AVOIIKB COMMITTEE'S EEI>ORT. Tho folloAving report from tho Public Works Committee Ava.s read: — Your committee haA'ing met pursuant to notice, beg to report as follows: — 1. That with reference to clause i of tho engineer's report he be informed that £50 per annum cannot be granted for tho inspection of plans for iioav buildings. 2. That two tanks be erected on the Gas Company's premises in accordance Avith the terms proposed by the company's manager. 3. That tho .widening , of Dickens-street be authorised in accordance Avith the request of the committee. •1. That the alterations in tho Town Clerk's office, as recommended by tho engineer bo authorised. 0. That in future tenders be inAited for supplies of ironmongery and all requisites for Corporation works. 6. That tho A'ouchcrs fovoxpondituroherewith forwarded (£IBB 12s 10d) bo passed, and ordered to be paid. The first, second, fourth, and fifth clauses Averc adopted without amendment. An amendment proposed by Cr. Ellison to clause 1, that it be referred back to tho committee, lapsed for want of a seconder. The third clause was amended to read as follows: —"That the request of tho committee of ratepayers respecting the Avidon^ , ing of Dickens-street bo complied Avith." ROAD OVERSEER'S REPORT. The following report from the overseer of roads Avas read:— I have the honor to report on the progress of Avorks during the month, A'iz. :— 1. Holder's Premises, Marino Parade.— Those premises have been connected Avith the main soAver as authorised. 2. Cub Stand.—The oab stand at Postoflicc lias been paved, and is iioav in good condition. 3. Footpaths.—The footpath in Hastingsstreet opposite the Bank of New South Wales, and that on the south side of Tennyson street have been re-sanded, and Avill be in condition to be coated Avith tar as soon as the weather will permit. 1. Marine Parade.—Tho fence on this road has been temporarily repaired as authorised and a temporary protecting wall at bottom is being , built on account of further encroachment during tho late storm. •5. Repairs to Roads. —Repairs have boon effected on roads where nocossiiiy during the month, and the usual jobbing work attended to. LEASES OF RESERVES. Tlic Corporation seal Avas affixed to the leases of the borough reserves in Carlylo street to the Recreation Ground Company. VOUCHERS. Vouchers amounting to £188 12s 10d were passed for payment. Tho Council then adjourned.
