Friday. The Council met at 2.30 p.m. FUGITIVE OFFENDERS BILL. Tho Fugitive Offenders Jurisdiction Bill ■was read a third time and passed. VAIMEA PLAINS RAILWAY. Replying to Mr Holmes, Mr Oliver .said tlie Government had sanctioned a rate to enable tho Wainiea Plains railway to pay the guaranteed o per cent.
