system, and he careless in the belief that with a change of inspectors their ladies might bo overlooked or forgotten. Another point should also be taken into consideration, namely, the weakening of tho authority of the Board by reason of the inepector being responsible to tho Government and not to the Board. We have no sympathy whatever for measures that have for their object the weakening of the powers of local governing bodies. Local government is quite sham enough already. We believe Mr Smith holds the same opinion as wo do on this subject, but in his School Inspection Bill he has evidently acted without giving the matter the benefit of mature reflection.
