LEGISLATIVE COUNCIL.
Wednesday. The Council met at 2.30 p.m. QUESTIONS. In reply to Sir George Whitmore, Mr Whitaker said the reason the accounts for the last three months of the financial year had not been published was because it was usual to reserve them for tho Financial Statement. In reply to Mr Kobinson, Mr Oliver said that the Union Steamship Company were charged the samo as tho public for goods carried by rail from Christchurch to Lyttelton. THE ADDRE3S IN , REPLY. Mr Brandon moved the Address in Reply and Mr Barnicoat seconded. Both deprecated tho proposed change in the constitution of the Council. Sir George Whitmore would not oppose the change if shown to be an improvement. He blamed Mr Bryco for shaking hands with Te Kooti. Mr Whitaker did not think the constitution of the Council would be altered that session, but it would be made a subject for discussion at the next general elections. Dr. Grace considered the references to the subject mere idle talk. Mr Mantell would not oppose reconstruction if shown to be an improvement. Tho debate was adjourned. BILLS. The Criminal Execution .Bill, Criminal Law Codo Bill, Property Law Consolidation Bill, Trustees Bill, Crown Grants Bill, and tho Sheriffs Bill were read a second time. The Privileges Bill and Bills of Exchange Bill were read a first time. The Council rose at o p.m.
