LEGISLATIVE COUNCIL.
Thursday. Tho Council met at 1.45 p.m. Precisely at 2 o'clock Ilia Excellency the Governor, Sir William Jervois, K.C.M.G., entered tho Chamber. His Excellency wore the Civil Service uniform of the First Class, the collar and jewel of St. "Michael and St. George, tho insignia of Companion of the Bath and the .South African and Parak war medals. Thero were only fifteen members of tho Council present. Tho members of the Lower House weresummoned, but only about twenty attended. His Excellency then de-
livered his opening speech (which has already been published in our columns). NEW MEMBERS. After His Excellency had left the Chamber Mr J. N. Barnicoat and Mr A. de Bathe Brandon took the oath and their seats. LEAW. OF ABSENCE. A message from the Governor notified that leave for the session had been given to Captain Frascr, Major Richmond, and Mr AVood. ADDRESS IN REPLY. Mr AYhitakcr, Captain Baillie, Mr G. R. Johnston, and Mr 'Wilson were appointed a committee to prepare an Address in Reply to the Governor's Speech. NOTICES OF MOTION. The usual formal notices having been given, the Council adjourned at 2.10 till next day.
