May 2G. The Czar has issued a manifesto on the eve of his coronation. Tho proclamation announces a qualified amnesty to the Polish insurgents who took part in the revolt of 1883, Avith a partial remission of the penalties of arrears of taxation. No mention is made in the manifesto of constitutioncd reform.
