Amendment to Bye-laav Regulating AVhareage Rates, That Clause 2 of the Bye-law of the Napier Harbor Board regulating AVharfage Rates be repealed and the following provision substituted therefore. 2. —Every person avlio shall use any Avharf or Avharves under the control of tho Napier Harbor Board for the purpose of landing- any goods thereon or for the purpose of shipping any goods shall pay as Avharf dues on such goods a rate per ton or portion of a ton or per cubic feot of measurement according to the Schedule hereto, provided it shall be at the option of the Napier Harbor Board to charge Avharf dues according either to the Avcight or measurement of such goods.
