AYe aro requested by the lion, secretaiy of the Athemeum to publish for general information the follow'ug "extracts from 'he rrVs of the Institute :—

"/ny member shall have n -'bc\.y to introduce a friend for the pvposc of enjoying the benefit of the read-'ug-room for the space of one month, upon entering h : s own name and that of his friend in a book to be provided for the pu- pose, it being understood that the -'-ltroduciag party is responsible for h-'s friend's conduct, and that the party thus introduced do not reside within the proriice of Hawke's Bay. " Casual risitors may be introduced by members, prowled such visitors do not reside w'tl-ii the borough of Napier." (Visitors not introduced by members arc requ'Ved to make application to the custodian, and, ; 1 desired o do so, muse enter the"- names " i a book pnn ided for the purpose.) "All persons, except as provided by the forego ; ng regi-'ations, who make use of tho reacl-'ng-rooiu shall be considered : ; subscribes to the Athemeum, and slri 1 ! be charged accor' r ngly whether they make use of the librai v or not."
AYe presvi'C the object of publish'ng tho above ii- I cs is to r'-'form the public tlat the Athemeum has not a free reading room. Last Februy- / the Athciuer-n received the sum of £00 12s from the gx-iuit for pub'-'c libraries, on which occasion we wrote as follows: —"Iv one sense the Athenarui r does not come within the categoiy of pub 1 ' libraries, but Mr P. Bear, the secretin/, pointed out to the Mi'sfer of Education that, according to the rules of the institution, any one can make use of both libraiy and reading room by app''cation to th_ custodian." A comparison of the rules with Mr Bear's representations to tho Minister shows a diserepeiey that perhaps the committee w 111 take an early oppoi amity of cxp]aii> : ng.
