CAPTAIN GARNER AND THE VOLUNTEER REGULATIONS.

[To TIIK ElJITOI? 01' TICK D.YU.Y TkLKoK\l'll.] Snt,—ln replying to the toast of "The Annv, Navy, and Volunteers," at the late dinner to the Fire Brigade delegates, Captain Garner in reported to have said that a few weeks would sec the last of volunteering in llawke's Bay, as the men could not .serve under the ucav regulations. Now, I a.sk has Captain Garner done anything towards ascertaining whether the men could .servo, or can he toll me anything to prevent them serving ? I see that at the eleventh hour he has called a meeting of the Battery for Tuesday evening after parade. As Captain Garner seems so confident of the men not being ablo to nerve, is this meeting called to tell the men that there is no hope, but that they will bo disbanded, or is it to give them a chance of discussing the matter. For myHclf, us an old volunteer, I cannot .see any great hardship in the now regulations, —the only thing is that two-thirds of the cornpuny must be on every parade, and is not this change better than the half-heavtecl way volunteering has been carried on here of late, generally eight rank and iile on parade and seldom more than one officer, who wets the mon a good example by invariably turning up three-quarters of an liourlato. I hopo that all the members of ;

the Artillery will roll up on Tuesday evening, and at least make an attempt to keep up the old company.—l am, &c, Gtoseb No. 2. January 20, 1883.
