January 17. Tlio New South "Wales Parliament was opened to-day by His Excellency the Governor. The speech from the throne commenced by offering- congratulations upon the flourishing state of the finances of the colony at the present time, and stated that the revenue, as shown by the recently published returns, continued to increase steadily, the total receipts for hist year having exceeded the estimate made by the Colonial Treasurer in his budget speech on November Ist last by £2.')0,000. The speech, however, intimated that a large portion, if not the whole, of this sum would be required to cover the appropriation for tlie various public services. The speech then announced that it was proposed to hold but a short session, and to confine the business to be dealt with to financial and certain questions of an urgent nature. Among the measures wliich woiild be introduced were bills for the amendment of the criminal law, for the creation and issue of inscribed stock at the option of bondholders, for the amendment of the Licensing Acts, for the establishment of high schools in the colony, and to provide means for the abatement of the rabbit pest. Consideration of the question of land reform would be postponed until next session, when comprehensive measures would be introduced. The speech concluded by remarking upon the continued prosperity of the colony and its excellent prospects. The Address in Reply was affirmed in both Houses of the Legislature without division.
