HAWKE'S BAY EDUCATION BOARD.

The Board met at 11 a.m. Present: Rev. I). Sidey (in the chair), Messrs F. Sutton, M.H.R., R. Harding, W. White, and J. N. "Williams. Prior to the confirmation of the minutes of the previous meeting, Mr Sutton pointed out that in his opinion the secretaay had exceeded his instructions in gazetting the notice dividing the Taradale and Meanec school districts before the reply of the Taradale Committee forwarding proposed boundaries had been before the Board. The matter should have had more consideration than was afforded by the hasty manner in which it had been disposed of.
The Secretary explained that his instructions, he took it, were to have the thing done "without delay," and he had complied with those instructions.
Mr Sutton said he had no objection to the minutes; it way the interpretation put upon them. , The minutes were then passed. CORRESPONDENCE.
From Mr A. P. Sheath, apologising for absence, owing to indisposition, of Mr G. E. Lee.—Leave of absence granted.
From Hastings Committee, enclosing Lucas and Humphries' account for .£ll 18s for work done at the school.—Approved for payment. From Miss Bediugfield, resigning her position as mistress of the Heretaunga school as from January "28th.—Accepted. From Mrs Smith, resigning her position as mistress of the Mohaka school as from
22nd instant. —In connection with this matter a communication was read from the Committee expressing regret at Mrs Smith's resignation, and stating that, should she at any future time desire to apply for re-ap-pointment, her application •would bo favorably entertained by the Committee.—Resignation accepted.
From the Norsewood Committee, applying to have Miss Bedingffeld appointed as assistant teacher, also asking that her travelling expenses might be paid from Napier.—Appointment confirmed, but no expenses to be allowed. From AValliugford, stating that Miss "Ward had been induced to remain at a salary of £D 0 per annum, and again urging the necessity of better accommodation for the teacher.- —No action taken. From the Treasury, advising payment to the Board's account at the Union Bank of £Sii. From the Education Department, Wellington, enquiring whether the Board is ■satisfied with the present mode of auditing School Committee's accounts. —It was decided that, while objecting to the principle of the present system, the Committee has no reason to believe that it has operated unfairly. From Mr Rood, offering his sorvioes as olork- of works to the Board. TIIK TABADALE DISTJUCT. A petition was received from the Taradale Committee agreeing to the prayer of the Meanee residents to have the districj; separated from the Meanee district, and submitting proposed boundaries. Mr Sntton said, as the division hadalready been completed, there was little use discussing the matter now. Had the question, however, boon delayed until it could havo been brought before the Board to-day a different decision might have been arrived at. He did not see what benefit was to be derived from the division. The Secretary defended the action lie had taken, and .said he was under the impression that in what he hud done he had only carried out the spirit of Mr Sutton's motion. He believed the division of the district would result beneficially. .After some further discussion Mr Sutton moved, and Mr "Williams seconded, that the action of the secretary be confirmed with respect to the division of the district. TAIt.VWICRA SCUOOL. A number of residents at Taruwera petitioned the Board to rciopen the school at that place, offering to provide a tem2>orary .schoolroom and teacher's residence, and to guarantee a .salary of £100 per annum. The petitioners also asked that egrant for building - a school might be made by the Board, the residents themselves-' subscribing .£'2o towards the object. It was agreed that the school be reopened on the conditions mentioned in the first part of the petition ; the consideration of the second portion respecting grant to be deferred for the present. the hoard's architect. \ The Secretary said, with respect to the appointment of an architect to, the Board, lie had prepared a comparative statement, having regard to the work likely to be undertaken by the Board, which would show the relative cost of employing , Mr Dugleby and Mr Lamb, both of whom had stated their respective terms to the Board, and signified their willingness to accept the position of architect. Including traveling and all other expenses Mr Dugleby , a terms would average 7-/,- per cent, on the assumed outlay, while Mr Lamb's tonus averaged G.' v per cent. Mr Sutton moved, and Mr Hardina seconded, that Mr Lamb's tender being t'nc lowest, he be appointed architect to the Board, the Board retaining the right of employing , local men in places difficult of access where travelling expenses would be high. DISTRIBUTION OF nUILDIXG GBAJfT. The following appropriation of .£2820, out of the grant of £3453 received from the Government, was agreed to by the Board : —Frasertown, £300 for schoolhouse and alteration of building for residence ; Gisbome, £950 for infants department, and £50 removal of residence ; Kumcroa, £150 for new school; Makatoku, £150 for enlargement of school; Meanee, £150 for ditto ; Spit, £250 for ditto ; Taradale, £250 for ditto ; Patangata, £200 for addition to school and residence; Tarawera, £00 for school-house ; Waipukurau, £45 for improvements and painting school ; Waipawa, £40 for porch and belfry ; Ashley- Clin tou,y~ £30 for painting, &c ; Norsewood, £30 for fencing and work at chimneys ; Puketapu, £45 for painting and re-shingling ; Havelock, £35 for fencing" and painting; Wairoa, £45 for fencing, &c; "Woodville, £40 for clearing ground and enlargement of residence.
