Tins Day. The Council mot at 10.30 a.m. Present: ' MrF. Sutton, M.H.R., (chairman), Crs. Bennett, Kinross, Torr, Rynicr, and ] Williams. | CORRESPONDENCE. The following inward correspondence was read :— ! From the Treasury, advising payment to credit of Council of -C7OO on behalf of tho ; inland Pa tea roadworks. From the Wairoa County Council, asking ! the co-operation of the Hawke's Bay Council in requesting the Government to officially ' gazette Roehfort's line as the main road be- ' twecn Napier and Wairoa, and to have it surveyed and plans, tfce., prepared for the : construction thereof.—Tho Chairman said , there was evidently some mis-conception about the road in question. The road that had been gazetted was really Roehfort's line, but it had beou wrongly described.— ' Some discussion followed us to the best . route to take, so as to avoid the river crossi ings, it being ultimately agreed, on the motion of Cr Williams, that a reply be sent to the Wairoa Council to the effect that this 1 Council will pay its portion of the expense ; of having a survey made of the Napier- ; Wairoa line of road. From the secretary Napier Hospital, asking the Council to elect two members' to re- ' present it on the Hospital Committee.—Crs. Sutton and Couper were appointed. L REPORTS. 1 From the Inspector of. Slaughter Houses, reporting that all the houses under his i- supervision had been properly conducted j during the month, and asking for instruct tions in the cases of F. Higgins, G. J. 5 Smith, J. Rctter, J. Hague, and Sclby, t butchers, who had neglected to take out i licenses. —It was decided to leave the matter 3 in the hands of the County Chairman for $ disposal - I From the Road Overseer, reporting- that, owing to the scarcity of labor, the surfacemen being nearly all employed harvesting, very little had been done to the roads during the month. The culverts over.all creeks ' and gullies on the Kuripapanga-Taruarau J road were completed, and the road was open and fit for traffic. THE PIG NUISANCE. Cr. Sutton gave notice to move at next meeting of Council tho adoption of the following bye-law dealing with the question of straying jugs and goats :— In pursuance of the provisions of the Counties Act, 18 70, and the Counties Act IS7O' Amendment Act, 1882, the County Council of Hawke's Bay do order as follows, that is to say : — 1. Any pigs or goats 'found running at large may be impounded by any pei - son iv any public pound or iv any enclosure specially appointed for the purpose by the Council and publicly notified. Such enclosure shall, for the purposes of this bye-law only, be deemed a public pound, and tho like fees and damages shall be payable in rcsjwet of any pigs or goats inqjounded therein, as in the case of a public pound. 2. The owner of any pig or goat found running at large shall be deemed guilty of an offence, and shall, upon conviction, forfeit and pay any sum not exceeding £1 for every pig or goat so found running at large, to be recovered in the manner i>rovided by the 208 th section of the Counties Act, 1870. COUNTY COUNCILS V. ROAD BOARDS. The Chairman said replies had been received from the various Road Boards in reply to circulars issued by the Council, asking for an expression of opinion from the ratepayers as to the advisability of •continuing or abolishing Road Boards. The ratepayers of Haveloek, Keroru, Give. Maraekakaho, Petane, Herotaunga, and Meanee were against the abolition of road boards, whilst'those of Rcdelyffe, Okawrt, Pukctajm, and Pupakura expressed themselves in favor of it. It was mentioned, however, that at the meeting called to consider the question at the last-mentioned place there were only four ratepayers present, one of whom was a dissentient. The Chairman remarked that it was quite evident a very large majority of the districts was in favor of continuing- the present system. THE RAUKAWA DISTRICT. A communication signed by a number of ratepayers in the fonncr Raukawa outlying district, recently merged by proclamation of 16th December in the Heretaunga lughway district, was read. The letter set forth that a serious hardship had been inflicted on the ratepayers by the union of their district with that of Heretaunga., the two having no community of interests, and the roads maintained by tho latter district being of no advantage whatever to the outlying district of Raukawa, which had the railway for its main outlet. If made a Road Board at all it should have been made a district of its own. It was fmtlicr stated that the proclamation above referred to had been obtained in a secret way, and with undue haste, so as to deprive the ratepayers of those rights and privileges conferred by the existing Act, and further that they hail been given no opportunity to petition the Govemmentin the matter. The ratepayers intended to take action under the 4th section of the Road Board Act, 18S2, to have Raukawa formed iuto a new district. Tho Chairman made sonic comments on the spirit of the letter or petition, (he did not know which to e-dl it,) and said he thought the untruthful statement it contained respecting the proclamation having been secretly obtained, when everyone knew it was made thoroughly public through tho newspapers, should not be allowed to pass unnoticed by the Council. [Some considerable discussion followed, but as it was entirely out of order it need not be reported.] The matter tdtimately fell to the ground, there being no motion made respecting it.
