The Council met at noon. Present Crs. Dillon (in the chair), Newman, Ross, Smith, M.H.R., Bibby, and M'Grecvy. SPECIAL MEETING. A special meeting, called for 10.15 a.m., to discuss notices of motion by Crs, Smith and Fountain, lapsed for want of a quorum, the Council being formally adjourned by the Clerk to noon.. CORRESPONDENCE. From the Public Works Department (four letters) relative to applications recently sent in by the Council under the Roads and Bridges Construction Act. — The Clerk stated that some information asked for hi one letter had been sent; the remaining three were acknowledged. From Union Bank of Australia, Waipukurau, acknowledging receipt of moneys paid to the credit of tho Ormondville Road Board. From Mr C. Weber, covering plans lately, sent in to the Council for forwarding to Wellington. From Mr H. A. Cornford, solicitor, to the county, stating that he was unable to prepare the deed conveying the Homewood road to tho county unless furnished with an amended survey plan.—Cr. Ross stated that Mr Cornford had tdl the information under which Mr Titt'ei) conveyed the land in question to the present holders of it, and surely if Mr Tiff en could convey those who bought could now convey to the Council. The information Mr Cornford said he wanted would cost £100 or more, and could not be obtained without a survey of the whole district for miles around. He would suggest that the Council employ the local solicitor.—After some further discussion the clerk was instructed to write to Mr Cornford asking him to prepare the deed in question on the survey information he was possessed of at present. From the Manawatu aud Rangitiki Highway Boards (two letters) stating that no by-laws were in force in those districts regulating the width of tires of wheeled carriages. From the Waitukai poundkeeper, enclosing- cheque for .£O, amount due the Council from the sale of impounded animals. petition-. Cr. Ross presented a petition from residents in South Makaretu, asking for the repair of a bridge, and for a subsidy of £20 towards removing obstructions from a road between Thompson's and Bargrove's. The overseer was instructed to report on the required works at the next meeting of the Council. overseer's report. The following report from the road over? seer was read:--Since last meeting of Council the Weather has been very favorable for the roads. I have little to report of for the past month. The various contracts in hand are making satisfactory progress. At next meeting of Council T will furnish a detailed statemcut ot afl the works done within the county during the year 188". I would respectfully ask for authority to metal about GO chains of the Kaikora-Pa-tangata road, through Collius's. The formation has recently been completed, and there are some deep embankments which, without metal, will be difficult to travel in the winter. The cost would be about £120. I would also request authority to repair a bridge on the road from Roy's old station to
Thomson' 8, South. Makaretu district. The cost would not exceed £10. Cr. Smith said, before the Council voted for the repairs on the Kaikora road, Avhich he kneAv were needed, he would like the clerk to state the financial position of the r county and of the Patangata riding. The Coiyj.il had affirmed the principle of spending the money in each riding that was raised in it, in opposition to Iris (Cr. Smith's) contention that the county rcA'enue should be dealt with as a whole, and that principle rendered it incumbent for the Patangata riding to defray half the cost of the new Homewood road. He thought Cr. Dillon would find that there was not near enough money to the credit of his riding to pay for the neAv road, without voting money for other works. As Cr. Dillon had helped to affirm the principle that each riding should spend its oavu money, he could hardly noAV expect other ridings to pay for works in the Patangata riding. Tho Clerk stated that the Council was overdrawn at the bank £300, and there were outstanding liabilities amounting to £700 besides. The Patangata riding had £154 to its credit. Cr. Dillon said Ids riding was wealthy, and could afford an overdraft, and there Avas no doubt the work was required ; still he liked justice, and was aware the revenue of his district was liable for half the cost of the HomeAvood-road, and, having heard the financial poSfcfeii as just stated by the Clerk, he AvoiddT agree to let the matter stand oA'ar till it Avas known lioav much his district Avould have to pay towards the Hom»wood-road. The subject then dropped, no resolution being passed. makaretu bridge. Cr Ross said he Avould move no resolution concerning the recommendation of the overseer hi relation to tho bridge referred to in his report. This bridge Avas the one referred to in the petition presented by him (Cr Ross), and as the overseer _was instructed to report on that petition the Avholc matter could be dealt with at next meeting. ormondville road board. Cr McGreeA-y asked that the overseer be authorised to lay off the lines of some road work for the Orniondvillc Road Board. Mr Tattcrshall had been sent up by the Council, but found that the road needed to be surveyed, and he coidd not use the ' theodolite. It was resolved that the overseer lay off the work, taking no notice of lioav the Road Board desired to apportion the grant for the road in question, but simply surveying it so as to secure the best aud cheapest road. Cr. McGreevy further moved that a siun of £20 be voted to the Ormondville Road Board in aid of Avorks on Lund's road into the Ngamoko block. Seconded by Cr. Smith aud earned. NEW ROAD. Cr. Ross moved that the Council take the necessary steps for legalising the ucav road running through Colonel Herrick's property, and leading from Onga Onga to the upper Tula Tuki crossing, and that the old road bvi closed. Seconded by Cr. McGreevy, and carried. seventy-mile bush road. On the motion of Cr. Smith, seconded by Cr. Bibby, the Clerk was instructed to communicate with the Government, asking that the grant-in-aid of the ScA'enty-mile Bush road, placed on the estimates last session, be paid to the credit of the county. takapau pound. Cr. Ross complained that there Avas no poundkeeper at Takapau. He (Cr. Ross) had lately had to impound some cattle, and, after the trouble and expense of driving them to Takapau, fomid no one there to take j 3gal charge of them. Air Twomey Avas the appointed poundkeeper, but he had left the district -without giving any notice to the Council, and so no poundkeeper had been appointed in his place. Cr. Smith said he understood that Cr. Johnston, who would doubtless be present at next meeting, had been making inquiries as to a suitable person in the district to appoint, and he would suggest that the matter be left open till next meeting to see if Cr. Johnston had succeeded in making- any arrangements. *"~ Cr. Ross agreed to tins course, and the ' matter was left open till next meeting. LICENSING ACT. On the motion of Cr. Smith, seconded by Cr. McGreevy, the Council appointed the schoolmasters severally residing in the chief polling places of the' six AVaipawa licensing districts to be returning officers under the Act. ADDITIONS TO COUNCIL OFFICES. The Clerk stated that the plans which had been prepared, showing additions it Avas contemplated to make to the Council offices, had been sent to AVellington for approval, and returned with amendments. The amendments, AA'hich had been made Ivy the Government architect, chiefly related to the form of the roof, and only invoh-ed an extra expenditure of about £20. The Government also coupled the passing of the plans as amended with the condition that the Council should hand over the offices at any time AA-hen requested to do so by the Government, on condition that the latter paid the valuation of the additions made by the Coimcil. On the motion of Cr. Bibby, seconded by Cr. McGreeA-y, the Clerk Avas instructed to call for tenders for the erection of the proposed additions. ~ NOTICE OF MOTION. $!v. Smith gave notice that he Avould move at the next meeting of the Council the folio Aving resolution : —"That the boundaries of the various ridings within the AVaipaAva County be altered so as to mako them cotermiims with existing Road Board boundaries." Cr. Ross gave notice that he would move the following resolution at the next meeting i of the Council: —"That the engagement existing between the Council and the present County solicitor be determined, with a view to making arrangements Avith a solicitor residing nearer the County offices."
