October 27. The debate on the Premier's resolutions for the reform ot procedure is still proceeding in the House of Commons. A number of amendments have been proposed by tbe Conservative members in the rules for the adoption of the cloture, and various speakers have urged some mitigation of the stringency of the proposed rules.
