October 12. Mr Courtney, in his speech at TorpoiDt yesterday, further stated that England's policy was to detach Egypt from the suzerainty of tbe Sultan, and take steps to establish a European guarantee for the proper administration of the country. October 13. A Parliamentary Blue Book has been published relating to the Channel tunnel. With the exception of Sir John Adye the whole of the military critics have pronounced against the work being proceeded with.
