Advertisements have been forwarded by the Harbor Board to the principal papers in Australia arjd New Zealand inviting designs for a harbor at Napier in accordance with the resolution passed recently at one of the Board's meetings. It is stated in tbe advertisement that all designs are to be sent in to the Board by January next. These designs will then be despatched to England and submitted to two leading marine engineers to be selected by the Agent-General. In the event of Sir Dillon Bell being unable to secure the services of any engineers of repute in England, the designs will be submitted to marine engineers of the highest standing in Australia. It is thought probable that English engineers may decline to act as judges on the ground of insufficient local knowledge, in which case arrangements might be made to secure a visit from the Australian engineers to whom the plans might be submitted. Lf the plans that may be favorably reported on by the iudges be of such a character as to justify their adoption by the Board, a Bill will be introduced into Parliament next session to enable the necessary loan to be raised. Mr J. D. Ormond, the Chairman of the Board, has been the moving spirit in this matter, and throughout he has acted under the cognizance and with the approval of the Government. It is needleßß to add that every information, accompanied by drawings, and a map of the whole bay showing the soundiops, will be forwarded to all tbe cities in which the newspapers containing the advertisement are published, and will be at the service of competing engineers.
