INSPECTOR OF NUISANCES AHOY!

[To the Editor of the Daily Telegbaph.] Sir, — Kindly allow me a small space in your open column to direct the attention of our civic authorities to a nuisance that causes a great deal of annoyance to residents in the south end of the White road. I refer to the practice adopted by certain persons —whom I could name if occasion required—of emptying the unsavory contents of " private dust carts " just outside the town boundary, aud in such a position as to loudly olfend the 6ense of smell, not only ®f residents in the more immediate neighborhood, but also of those whose business, it may be, requires them to frequently travel that way. It quite passes my understanding, and that of many others, why such a state of affairs is allowed to exist, more particularly as the warm weather is now almost upon üb. Surely the sanitary condition of this end of the town should be more regarded than xo allow kitchen refuse, yard sweepings, &c, to lie rotting in a summer's sun beneath our very noses without some steps being taken to abate the nuisance. In all fairness to the borough night-soil contractor I must state he is in no way responsible for the grievance complained of; the nuisance is caused by others, I believe, who, not being under the control of the Corporation, seem to think that they can deposit their loads of refuse where they please. Why, I ask, should the Borough Council make fish of one and fleeh of another ? The authorised contractor is compelled by the terms of his contract to deposit all dust, &c, on the harbor reserve near the Tutaekuri river out of the reach of probable hurt to anyone, and I hold that amateur dustmen should be treated in the same manner.—l am, &c,

White Road Napier, October 11, 1882.
