MUNICIPAL COUNCIL.

THIS DAY.

A special meeting of the Council was held at 11.30 a m to-day for the purpose of considering tbe proposed bye-law No. 21.

Present : His Worship the Mayor, Crs. Graham, Renouf, Cotton, Mcj Dougall, McKay, Monteith, and Swan.

On the motion of Cr. Monteith, byelaw No. 4, clause 4, was altered to read, " That stock to and from sale for shipment or travelling through be permitted to be driven through the streets of Napier, in winter from 5 pm. to 8 a.m., and in summer from 6 p.m. to 8 a.m.

Bye-law No. 16, clause 1, was altered so that the rate chargeable on properties valued under £12 10s should pay a rate for water at 6s, instead of 10a as heretofore.

The proposal to alter clause 2 of the same bye-law, so that it should not be compulsory to have a 200-gallon tank and ball-cock (or persons supplied with high pressure water was thrown out by the

The meeting then adjourned. The annual meeting of the Council was then held, the same members being present. His Worship reviewed at length the transactions of the Council during his three years term of office, and directed the Town Clerk to read the annual reports from the different departments of the Council. They consisted of the Town Clerk's, Engineer's, Waterworks, Overseer's, Fire Inspector's, Inspector of Nuisances, and Inspector of Public Vehicles, reports, which were adopted.

Cr Swan then moved, " That this Council beg to tender its most cordial thanks to His Worship the Mayor, J. H. Vautier, Esq., for his past valuable services during a period of three years, and to congratulate him on his return for the fourth time without opposition."

The Town Clerk put the motion, which was carried unanimously.

His Worship briefly returned thanks, and the meeting adjourned.
