It is announced that Mr Cbandordy has been appointed to succeed General Chanzy as French Ambassador to the Russian Court. In accordance with the understanding arrived at last month between Sir Charles Dilke and M. Gambetta and M. Rorrier, formal negotiations have been opened between the French and English delegates, with a view to the conclusion of a commercial treaty. Sir Charles Dilke, the British Foreign Under-Secretary, is not, however, present at the parleying which is now proceeding.
