The rumor tbat the Imperial Parlia* ment would meet for the despatch of busines on January 19 has been officially contradicted, and it \a announced that the next session will commence on Tuesday, February 7. Prince Bismarck hag delivered a speech in the Reichstag, in which he declared in vehement terms hi - 8 antanogism to the National Liberals and progrtßi-ists. The tenantry on many of the large estates in the County of Limerick are persistently refusing to pay any rents to tbe land owners, in obedience to the manifesto issued by the Irish National Land League on the 18th October. Seven electioneering agents and three publicans who have been convicted of bribery in connection with tbe general elections in 1880 have been sentenced to terms of imprisonment varying from two to nine months with hard labor. The American rubber works at Woston have been destroyed by fire. The loss is estimated at 500.000 dollars. Notwithstanding tbe explanation offered by the Secretary of State for the Colonies respecting the reasons which had induced him to appoint Mr Sendall as Governor of Natal, a very bitter feelintr of resentment continues to actuate the colonists, and a proposal that the landing of the Governor should be resisted is being seriously discussed. Tbe French officials in Tunis have shot an Arab servant of Mr Read, the British Consul-General resident in that city. December 1. Questions have been anked in tbe Spanish Chamber of Deputies and the Chamber of the States-General of the Netherlands with reference to the British charter granted to the North Borneo Trading and Colonisation Company, with which Messrs Alcock, Dent, and other prominent gentlemen are interested. The last are indentified as directors of the company, which possesses powers similar to those conferred upon tbe old East India Company. The English papers have adversely cirticised the action of the British Government with respect to this company. The United States delegates constituting the Tariff Convention, which has been sitting for some time in New York, have adopted a resolution expressing approval of tbe protectionist policy now in operation, and urging its continuance. Mr Aitcheson, the Chief Commi!»(=ioner of British Burmab, has been appointed Lieut-Governor of the Puujaub, in succession to Mr Egerton. It is reported in the monetary preps that the Government of Victoria is about immediately to place a loan of £400,000 in tbe London marker. The Times, commenting on the prospects of tbe proposed Victorian loan, compares Victoria with the other Australian colonies, and the comparison ia to the disadvantage of Victoria. It condemns the" effects of protectiou on the on? hand and the immigration policy on tbe other. The Tariff commissioners now sitting at Melbourne, South Australia, and New South Wales, especially tbe latter, are praised for adopting an enlightened policy on these questions. An extraordinary outrage has been committed at Dunecb House, Aherdeenshire, the residence of Earl Crawford. During the night tbe mausoleum in which the remains of the family are interred was broken open, and the body of the late Earl was stolen. In the German Reichstag Prince Bismarck's budget has been rejected by a majority of 169. This result was owing to the actiou of tbe Liberals. The agitation for land reform in Scotland is assuming large proportions. At a meeting of 83 delegates, representing 40.000 Aberdeenshire farmers, a Land Bill for Scotland embodying tome of the principles of the Irish measure, wap demanded. As a mark of hostility to tbe British Government one of tbe imprisoned subjects h*3 been elected Mayor of Drogheda. Fresh agrarian outrages in Ireland are reported, and further arrests have been made of persons accused of inciting the population to " Boycott" and refuse payment of rent. Tbe will of the late Mr Pond, the well-known partner in the catering firm of Spiers and Pond, hag been proved under £215 000. Mr Pond provides for bis family, and makes handsome donations to his employes. . It ia 6tated that the objection on the part of the Natal ppople to tbe new Governor, Mr Sendall, arises from jealousy of the Cape Colony, Mr Sendall being a nominee of Sir Hercules Robinson, Governor of that colony. The Imperial Government has promised to consider the complaints of the colonists. The Irish National Convention of Chicago has adopted a policy similar to the Jrifc-h Laud League's, urging the tenants to refuse payment of rent. It is reported that General Ignatitff, the head of tbe Russian Government, has been dismissed in consequence of dynamite plots. Tbe Anti-Jewish mob assailed Madame Sara Bernhardt at Odessa, and she flung some sham jewellery amongst the crowd, which incensed the rioters all the more. Eventually order was restored. The Mikado of Japan has published a decree providing for the election of a Parliament for Japan in the year 1890.
The Government of India have it in contemplation to supersede the duties on imported cotton manufactures in favor of an income tax. General consternation prevails in consequence, and an agitation baa been commenced to induce the Executive not to carry out their intention. Mr Blame, Secretary of State, and head of the United States Cabinet, has forwarded his resignation to President Arthur, who has appointed Mr Freybughusen his successor. In consequence of the Roumanian Government having decliued to agree to the regulalion suggested by Austria for the control of navigation of the Danube, diplomatic relations between the two countries have been suspended at the instance of tbe authorities of Vienna. Tbe British Government have supplied tbe North Borneo Trading Company with 15 twelve-pounder guns. The Netherlands Government have suggested the advisability of a line of demarcation being agreed between Holland and Great Britain defining tbe respective territory claimed by each power in Borneo. An anonymous correspondent has communicated to the Eirl of Crawford that the body of the late Ear] was stolen from the mausoleum in Dunech, Aberdecnphire, in May last. The robbery was not discovered until last week, wben an attempt was made by an accomplice to again disturb the vault. The woods upon the estate have been thoroughly searched, but without result. The British Cabinet, after considering the objection urged by the Natal colonists against the appointment of Mr Sendall as successor to Sir Evelyn Woods as Governor of tbe colony, have resolved to accept the ofier of the Natal Council to increase the salary beyond £2500 per annum, and on that condition they will recall Mr Sendall and appoint a more experienced official to tbe vacant post. There is a great outcry in tbe English pre:*B against the action of tbe Secretary ofKtatefor the Colonies in connection with this appointment.
