Mr Buchanan's references in his address to the need of a harbor for Napier, though clear and straightforward enough to our Tflind, do not appear to give to some the assurance, which it is most desirable should be given, that he will favor, in the event of hia election, the construction of a harbor at this port. The electors want from Mr Buchanan a distinct pledge that he will not neglect his constituency's interests for the sake of a Kidnapper scheme. Mr Buchanan's connection with the proposed Tuki Tuki Valley railway and harbor in 1879 has had the natural effect of creating doubts in the minds of very many that, if it came to a question as to the best site for a harbor —Napier or the Kidnappers— he would throw his weight on the side of the latter. We take it that Mr Buchanan has practically pledged himself to support any proposal and to favor any means that may be devised for the construction of a harbor at Napier, but as doubts do exist as to the distinctness of that pledge he would be greatly furthering his election by giving it over again in unmistakably distinct terms. For ourselves we think when a candidate says, as Mr Buchanan did say, that the first duty of a representative was to attend to the local wants of his constituents, and asks the electors to credit him with a desire to do his best for those interests, that there is little room left to doubt the bona fide professions be bas made. However, as a more distinct pledge than has been given is demanded, we trust Mr Buchanan will take the earliest opportunity of giving it.
