Since Napier was declared a Municipality I have always taken a lively interest in Municipal matters, and I trust you will pardon me for the honourable pride I hold of our Borough. The most imfortaiit work now under consideration is supplying the hills with water. The plant now ordered from England will arrive here in about five months, when the work will be proceeded with forthwith. In conclusion, I beg most respectful'y to state should you do me the honor of re-electing me I shall follow the same course in future as I have done in the past, and give my careful attention to all matters for the good and advancement of this Borough.
