TO THE ELECTORS OE NAPIEB, f*i ENTLEMEN,—An opportunity is now a/t hand vX when something - must be done to secure the stability and increase the prosperity of Na.pier, and as at a meeting of the Harbor Board the casting vote of the gentleman who has already solicited your support prevented the Engineer for the Oaraaru Breakwater being sent for to report on the feasibility of constructing a Breakwater at the Bluff, 1 am impressed with the conviction that the wellfare of Napier would not be prjmoted by his election to Parliament, and therefore", as a resident of the town, I respectfully offer myself as a candidate for your suffrages. I advocate a property and income tax, and also a graduated tax on land not only for revenue purposes, hut also to promote the settlement of the people and the extension of agriculture. After mature consideration I regret that I can see no basis for united action with Mr Ormond. except by the continued sacrifice of the interests of Napier. Should you do me the honor of electing me, I shall endeavor to obtain an endowment for the Napier Breakwater, and thus prevent a repetition of that Kidnapoer scare by which your interests were so seriously imperilled. ENTLEMEN—Statements having been made to IT me that uncertainty exists whether in the coming contest for your representation in the General Assembly I shall really appear as a Candidate for your suffrages, I take this early opportunity of removing doubt on the point by plainly saying it is my intention ono again to seak your votes, with political viewa that have undergone no material change since I last solicited your confidence. Recent political events must, I think, have served to point unmistakably to the necessitj in this community of some base for united and concerted action being taken by its members on leading , questions, That necessity is one that I hold to be of piimary importance—let the shade of individual opinions differ as it may on minor matters.
