A Blue Book has been issued containing documents and despatches in regard toTEgyptian Affairs. Amongst the latter is a despatch by Earl Granville to Mr E. B. Malet, C. 8., British Minister at Cairo, in which the Foreign Secretary points out that the aim of the policy of England in regard to Egypt is solely to promote the prosperous condition and liberty of that country, and to that end his Lordship especially urges the necessity for the vigorous prosecution of certain needful reforms. Earl Granville concludes by eulogising the efforts already made by Cherif Pasha, the recently appointed President of the Egyptian Coun* cil of Ministers to strengthen the tie between Egypt and the Porte, which his Lordship is of opinion, will be the best safeguard against foreign aggression in Egyptian affairs. The Standard to-day publishes a telegram from Natal stating that Mapoch, one of the leading chiefs in the Lydenburg district of the Transvaal Republic, has declared war against the Boers, and that hostilities may shortly be expected.
