Mr Ballance delivered a second address to the electors Hast night,. He referred, to the telegraphic report of his first speech, and said his views on the property tax had been misrepresented. He said he adopted the machinery of the property tax to arrive at the principle of tbe land tax, and to go further by making the tax on land progressive. He opposed the sale of the railways, and-advocated the completion of main lines. He said the question which dwarfed all others was the disposal of Orown and native lands. He received an unanimous vote of con fidence.
