I advocate a property and income tax, and also a graduated tax on land not only for revenue purposes, but also to promote the settlement of the people and the extension of agriculture. After mature consideration I regret that I can see no \ basis for united action with Mr Ormond. except by j the continued sacrifice of the interests of Napier.'; Should you do me the honor of electing me, I shall endeavor to obtain an endowment for the Napier Breakwater, and thus prevent a repetition of that Kidnapper Bcare by which your interests were so seriously imperilled.
