I advocate a property and income tax, and also a graduated tax on land not only for revenue purposes, hut also to promote the settlement of the people and the extension of agriculture. After mature consideration I regret that I can see no basis for united action with Mr Ormond, except by the continued sacrifice of the interests of Napier. Should you do me the honor of electing me, I shall endeavor to obtain an endowment for the Napier Breakwater, and thus prevent a repetition of that Kidnapoer scare by which your interests were so seriously imperilled.
