I advocate a property and (income tax, and also a graduated tax on land not only for revenue purposes, but also to promote the settlement of the people and the extension of agriculture. After mature consideration I regret that I can see no basis for united action with Mr Ornaond. except by the continued sacrifice of the interests of Napier. , Should you do me the honor of electing me, I shall endeavor to obtain an endowment for the Napier Breakwater, and thus prevent a repetition of that Kidnapoer scare by which your interests, were so seriously imperilled.
