November 4.
An Order in Council has been issued making it lawful to use any kinds of stamps issued by the Government, except beer duty stamps, in payment of any fees under the Stamp Fee Acts of 1875 or 1880, and allowing penny postage stamps to be used for stamping receipts, etc, under the Stamp Act, 1875. The Wellington Harbor Board debentures, to the value of £30,000 at Bix per cent., have all been placed in Melbourne at 104. They were only forwarded by the Te Anau last trip. A special correspondent at Pungarehu wires that he visited Parihaka this morning, and found a large number of natives there. Tohu addressed a large assemblage yesterday and to-day.
