(Rbuteb's Telegrams.) MELBOURNE. . November 2. It is announced that Mr Higinbotham has declined to accept a seat on the commission of enquiry into the working of the Education Act, and Sir Archibald Michie has been appointed chairman in place of Mr Ormond, who was originally nominated to the position. The overland telegraph line between Adelaide and Port Darwin is interrupted.
