WASHINGTON.
September 20. The oath of office was to-day administered to General Arthur, the new President, at the Capitol. September 21. The funeral of tbe late President Garfield will take place at Cleveland, Ohio, his former home on Saturday next. Owing to apprehensions that an attempt may be made to lynch Guiteau, his guard at the gaol has been doubled.
