A difficulty has arisen in the negotiations which are proceeding here between the representatives of tbe creditors of the Porte. The Russian delegates claim that the amount of the Turkish war indemnity still owing should be included in the" debts to which the Bcheme for payment of interest ia to be applied. This claim is generally opposed by the other foreign delegates, and the settlement of the negotiations is consequently delayed.
