LEGISLATIVE COUNCIL.

Monday, The Council met at noon. BA.TI.WATB CONSTRTJCTIOK BILL. The Railways Construction Bill was recommitted and a number of further amend* ments were made; none of great importance except one providing that on any company failing to carry out its contract with the Government all its works shall be taken over by the Government, and if within a year the company fails to come to a satisfactory arrangement with the Government the works shall permanently vest in the State. Considerable obstruction was offered to the bill, but after several divisions on motions made with the view of throwing out the bill, in which, its opponents were each time defeated, tho opposition suddenly ceased, and Mr Robinson, who had led it, quitted the chamber, saying ho would leave all the responsibility of passing the measure on its supporters. The bill was thou B©t down for its third reading next day.

The Port Chalmers Dock Trust Bill, the Animals Protection Act Amendment Bill, and the Public Health Act Amendment Bill were read a second time. The Council adjourned at 5 o'clock, and resumed at 7.30. . The following bills were read a third time »nd passed:—Port Chalmers Dock Trust Bill, Patents Act Amendment Bill, Animals Act Amendment 33111, Public Health Act 1876 Amendment Bill, Town Districts Bill, Westland and Nelson Coalfields Administration Bill. The Gold Duty Abolition Bill was allowed to lapse and be thrown out. The following bills were read a second time :—Divorce and Matrimonial Cause Bill, Neglected and Criminal Children Act 1867 Amendment Bill. The Gisborne Harbor Bill was thrown out on the voices. All the other business was postponed and the Council rose at 10 p.m.
