"Wednesday. The Council met at 2.30 p.m. LEAVE OP ABSENCE. Leave of absence wa3 given to Mr G. Buckley for the rest of the session. BAILVfAYS CONSTRUCTION BUT/. Mr Whitaker moved the second reading of the Railways Construction Bill. Mr Beynolds opposed the bill as one that would cause much jobbery and corruption. He moved that it should be thrown out. Mr Kobinson strongly opposed the bill, and said he should resist its passing at every stage. The Government could borrow more money at a very low interest to continue railway mating. Mr Waterhouse said he should vote for the second reading, but if the measure was not largely altered in committee, the powers given to the Government being greatly reduced, he should oppose the final passing of the bill. Mr Wilson and Captain Eraser spoke against the bill. Mr Miller supported the principle of the bill subject to alterations in committee, but was doubtful if the measure would work successfully. Mr Holmes opposed the bill, thinking, the Government should continue the construction of railways. The Council adjourned from 5 o'clock to 7.30. The debate on the Railways Construction Bill was resumed, and at its conclusion the second reading of the bill was carried by 15 to 9.
