LEGISLATIVE COUNCIL. Monday. The Council met at 2.30. SALE OF HONOBAIUTnir. Col. Brett gave notice to move that the report of the Privileges Committee respecting the sale of the honorarium be considered. BILLS. The Sheep Act, 1878, Amendment Bill and tbe West Coast Settlement Act, 1878, Amendment Bill (Mr Whifcaker) was read a first time. The Railway Construction Bill (from the Lower House) was also read a first time. The Council decided to adhere to its amendments in the Licensing Bill, and Messrs Waterhouse, J. "R. Johnson and Whifcaker were appointed to draw up reasons. The Council also decided to adhere to its amendments in the Pensions Bill, and Messrs Whifcaker, Waterhouse and Ackland, were appointed to frame reasons. The amendments by the Lower House in the Adoption of Children Bill were agreed to. The Native Land Division Bill was read a second time by 22 to 8. The Harbor Act, 1878, Amendment Bill was thrown out by 17 to 9.
