CONSTANTINOPLE.
September 8. A meeting has recently been held in this city between the Ambassadors of the Great Powers, at which parleying has taken place on the subject of the financial affairs of the Porte. The conference has so far progressed satisfactorily, and has resulted in an agreement that a council representing the foreign holders of Turkish bonds should have complete supervision and control of the indirect taxes of the Ottoman Empire.
