August 10.
The Earl of Dufferin, British Ambassador to the Porte, is urging the Sultan to initiate necessary reforms in Armenia. It is understood that his Majesty is obstinate, and that Lord Dufferin is consequently bringing pressure to bear with the view to gain the desired end.
