August 3. Telegrams to hand to-day from Pretoria state that the Transvaal convention has not been signed, a 9 was stated in a previous telegram. The final settlement is delayed as the Royal Commission are still awaiting the arrival of despatches from the British Government approving of the draft which was forwarded to England. News is to hand from Pretoria that, atter the conclusion of the labors of the Royal Commission, Sir Hercules Robinson convened a meeting of the native chiefs of the Transvaal. Hie Excellency explained to them at leDgtb the decisions arrived at by the Royal Commissioners and Boer leaders for the future government of the Transvaal. The chiefs express themselves dissatisfied with the decisions, and threaten to resist the exercise of Boer authority in the country.
