EDUCATION BOARD.

TUESDAY, JULY 19

The Board met at 10 o'clock. Present: Rev. D. Sidey (in the chair), Messrs Harding, Dobson and Tanner. I correspondence. | From secretary Frasertown School I Committee (telegram) re the chairman of the school committee. In connection with this a letter from the chairman of the committee was read, justifying his conduct in reference to the school teacher, and enclosing a number of letters received by him from parents of children ' containing charges against the teacher. — Mr Harding moved that tbe letter be not received. He considered that it was the duty of the chairman to inform them of the action of the committee, and not to give his own opinion.—The Chairman thought it would be mistake to refuse to receive the correspondence—Mr Dobson seconded the motion pro forma. —The motion was lost on the voices.—Mr Tanner asked for a report by the Inspector in reference to the matter.—The secretary read the Inspector's report upon this school previously laid before the Board—Mr Tanner moved that the schoolmaster be suspended with a view to hia dismissal. He had seen the chairman of this committee, and had been informed that the conduct of the teacher was such as to seriously interfere with the usefulness of the school. He thought there was sufficient information before tbe Board to enable them to act at once in the matter. The committee had been consulted, and they had taken no action in the matter, so that it was competent for the Board either to suspend or dismiss the teacher. The motion was then withdrawn, and Mr Tanner moved that three months' notice of dismissal be given to Mr Taylor. Seconded by Mr Harding, and carried. From the secretary ot the same committee, asking for an explanation of an apparent discrepency ia the reports of the Inspector i_ reference to the Frasertown school. — The secretary explained that there had been a mistake in the printed copies of his report. The items under the heading ■'moral tone" had been placed on the wrong lines, and hence the discrepency. —Mr Tanner moved that the secretary be instructed to inform the chairman of theFrasertown committee that he was not compelled to resign his chairmanship on a vote of the committee. Agreed to. From the chairman of the Gisborne School Committee, in reference to the establishment of a high school at Gisborne, and stating that a draft bill had been forwarded to Mr McDonald, M.H.R.--Mr Harding moved tbat the attention of the members for the district be directed to the matter.—The motion was not seconded, and the matter dropped. From Mr White, of Kaikora, in reference to the illness of the teacher, and the condition of the school.—Resolved tbat the matter be left in the hands of tbe Inspector. From the secretary Wairangahika School Committee, recommending the appointment of a male teacher.—The Board agreed to continue the school on the understanding that the payment to the school be in accordance with the Board's regulation about payment of teachers From the same, stating that they had agreed to appoint Mr Toms to the teachership of the Te Arai school.— Approved. From Mr W. J. Rosie, resigning the charge of tbe Waerengahika school. — Approved. From the secretary of the Napier School Committee, requesting that the cottage in the grounds of the infant school be handed over to the committee to be used as a dwelling for the caretaker of the two schools.—Resolved that the request be granted, subject to the conditions with the present tenant being carried out. From Mr Toms resigning the teachership of the Ormondville school.—Accepted. From Lousia Toms resigning the assistant teachership of tbe Ormondville school. Accepted. From Mr Gundrie in reference to the resignation of Mr Toms. Kesolved to advertise for a master. From Mr P. Barrie in reference to alteration to the Ormond school-house. Resolved that £10 be granted for the purpose. From Mr Sunderlan_ in reference to a chimney to the Patutahi school-house. Resolved that the Board cannot grant £12 to any building which is not permanent and under the control of the Board. Tender from Mr W. J. Brown for additions and alterations to the Puketapu school-house at £48 10s. Accepted. From A. Maney resigning her position af assistant mistreiss at the Tpradale school. Accepted. From the Secretary of the Taradale Committee recommending the appointment of Miss Annie Frame as senior pupil teacher to the Taradale school. Approved. From several residents at Wainui, undertaking to erect a school-house of certain dimensions if tbe Board granted £200—Resolved that the Board will grant £200 for a building in accordance with the plan submitted, or if the committee will submit another plan, not altering tbe ground plan, and whici can be built for the amount specified, the " Board will approve and make the grant.

From the Education Department, enclosing a circular containing instructions aa to franking telegrams 0.P.5.0. From the Treasury Department (telegram) stating tbat the sam of £800 6s 3d had been forwarded to the Union Bank for July payment?. From the Education Department, inclosing copies of the new issue of the Standard llegulations, and requesting that they be distributed to persons interested in educational work. from the Education Board of Wellington, in answer to question re bursaries.—lt was resolved that the secretary communicate with tbe Education Department with a view to making provision to enable pupil teachers to attend Normal schools. SCHOLARSHIP HOLDERS. The Chairman, pursuant to notice, asked for a return of the number of holders of scholarships in the district. A rer ly from the secretary was read, stating that there are no holders of scholarships in the district. The parents of the two scholarship holders had been informed that it would be necessary for tbe holders of scholarships to attend the Napier High School. Neither of the boys had attended the High School. One had returned to the district school, and the other had continued at the Napier Grammar School until it closed. A letter was read from Mr John Burton, asking why the payment of his son's scholarship to the 30th June had been refused. After considerable discussion it was resolved to defer the matter until next meeting. NAPIER INFANT SCHOOL. Mr Dobson drew attention to the fact that th<s contract for the infant school had not been completed. There were still some very necessary things wanting. It was resolved that the Board's architect was the proper person to attend to the matter. NOTICES 01* MOTION. Mr Dobson to move, That John Burton, junior, be paid his scholarship to the date of tbe closing of the Napier Grammar School. | Mr Harding to move, That the que9- j tion of the scholarships be reconsidered,! with a view to making more satisfactory arrangements. The Board then adjourued.
