July 4. / Intelligence is to hand from Arta, in |Epirus, that the Turkish troops who had that city, preparatory to its Surrender to the Greeks, have now reentered the place, and are at the same i'iime raising fresh obstacles to its cession, settlement of the Greek frontier question-is thus still further delayed.
