It is quite impossible at present to form an opinion of what the outcome of this session of Parliament may be. Tbe result depends largely on the nature of the proposals of the Ministry in respect to local government and public works. If these should not be satisfactory the Opposition is almost certain to force an appeal to the coantry. So far at present very little progress has been made, and as a consequence there is a good deal of discontent at the Government not having the more important measures ready for presentation to the House. As a matter of course, until the Bill for the redistribution of seats and the local government scheme are presented to Parliament, no real progress can be made with the work of
the session. The whole of this week will be mainly taken up with the Licensing Bill, whicb, when through Committee, is almost certain to ba recommitted, and, if not, it will probably be thrown out on the third reading. It is admitted on all sides that, in its present altered shape ennnot possibly pass. The passing of the Redistribution of Seats Bill is also hyno means certain, and to ensure it will re? quire considerable tact on the part of the Government. The longer the introduo tioD of the bill is postponed the leae chance there is of it passing. We shall have to wait till after the Financial Statement and the Ministerial Local Government Bill are before the House, before we shall be able to learn anything at all definite as to the position of parties.
