MELBOURNE.
May 17. It has transpired that at a Cabinet Council held yesterday it was decided to accept the Reform Bill as returned by tbe Legislative Council, subject to the £,20 rating qualification for occupiers, and some other modifications, being adopted. The Hon. Graham Berry made a speech last night, in which in referring to the decision of the Cabinet, he said that tbe acceptance of the Legislative Council's amendments would not, he feared, bring about the final settlement of the reform question.
