HAWKE'S BAY COUNTY COUNCIL.
This Day,
The Council met at 11 a.m. Present: Messrs Sutton (in the chair), Bennett, Kinross, Tanner, and Torre.
After the minutes of the previous meeting had been read and passed, the Council went into committee and passed the payments for the month, amounting to £1130 15s lOd, leaving a debit balance of £440 2s 3d. Leave of absence was granted to Mr J. N. Williams. COHB'BSPO-TDENCE. From Mr Waterhouse, asking permission to erect a gate on the Patea road. Mr Tanner said that it must be understood that the permission was given subject to the convenience of the public.— Tbe Chairman said that under the Aot the Council had a right to grant the permission, and also to rescind it. If the Council granted the permission he would inform Mr Waterhouse that they had the power to rescind it at any time they thought proper.—Mr Bennett did not think there was any power given to erect a gate on a public road.—lt was resolved that Mr Waterhouse be informed that the Council had no objection to the erection of the gate. From the Kangitiki County Council and Highway Board (circular), containing a number of resolutions passed by a joint committee of these bodies in reference to reform in taxation. &c. —Mr Kinross moved that the circular be referred to the members of the Council.— Agreed to. From Mr White, resigning his office as keeper of the public pound at Farndon. Resolved that tbe resignation be accepted, and that the Chairman be authorised to attend to the appointment of a successor. From Renata Kawepo, expressing his willingness to see tbe Chairman relative to the repairs required to the Omahu road—Tbe Chairman said he had seen Renata, who said he was anxious to have the work go on ; be bad already spent a large sum. He eventually led him (the Chairman) to believe that the natives would contribute £50. He had also seen the manager of the bank which owned land on the line of road, and he was willing to pay something. Mr Donnelly, who also owned land there, was out of town, but he believed he was willing to contribute. He thought, if the road was formed, it would be sufficient for the winter—Resolved that, on a satisfactory guarantee tor £150 being given, the \ Chairman invite tenders for the formation of the road from Koropipo to Omahu. council's accounts. The Chairman stated that the Council's accounts had been audited by the Government auditor, and moved that they be printed. Agreed to. ROAD OVERSEER'S REPORT. Hawke's Bay County, April 21st to May 16th, 1881. Sir, —I have the honor to report on the state of the County roads and bridges and progress of parks during tbe month. Municipality Napier, Clive, Havelock, Paii Paki-road.—l beg to draw your attention to a nuisance in the township of Clive, opposite the brewery on the roadside, which wants removing. Mr Kuhze, brewer, says he will pay half the cost of finding tile drain pipes should it meet your approval to find the other half, with labor. The bridge at the Havelock-road near the hill, on examining it, I found required two new strainers, new flooring, and wheel guards, which is now completed.
Paki Paki, Te Aute, Southern Boundary Road. —The necessary repairs to the bridge at southern boundary of County as authorised is being proceeded with. The road from the railway-station to the Te Aute Hotel wants slight repairs. When the above repairs are completed this road will be in good order for traffic.
Havelock and Hastings-road, Manakahoho to Hampden. —Immediately the repairs to the Te Aute bridge are completed the bridge staff will proceed at once and commence authorised works on this line of road.
Tareha's Bridge, Meanee, Puketapu, Ha-kaxira-road. —I beg to recommend the metal carts be employed on this road so as to repair had places before the wet weather sets in, and particularly portions of road long distances from quarries. This road at present is in good order for traffic. New Taradale-road to Redclyffe.—As instructed the metal carts are employed on the necessary repairs to this road. The replanking bridge and fixing battens and wheel giiards are completed, which leaves this road in good order for traffic. Western Spit, Petane, Kaiwaka-road. — Messrs Pulford and Cooper are making good progress with their metalling contract in Petane Valley ; one hundred chains of road have been metalled during the month, averaging about ten cubic yards to the chain. This contract will bo completed before next meeting of Council, weather permitting. This road is in good order for traffic.
Mangawhare-Pefcane-road.—l have lately examined this line of road, and I find it is in very good order for traffic, like all unmetalled roads, owing greatly to the fine weather. As authorised, I have placed a surfaceman on this road to do the necessary repairs during the winter months. I have the honor to be, Sir, Your Most Obedient Servant, John Tracy, Road Overseer H.B.C.C. Tho Chairman Hawke's Bay County Council. All work recommended by the report was authorised. ENGINEERS REPORT. Napier, May 14, 1881. Sir, —I have the honor to report for your information the progress being made by tho contractors for the construction of the Redclyffe and Kuripapanga bridges. Redclyffe Bridge. —The contractor, Mr Glendenning, has made very good progress since my last report, and will, if the present fine weather continues, complete his contract before the next ordinary meeting of your Council,
Kuripapanga Bridge. —Mr McKay, the contractor for this bridge, has not done much during the month, but I have communicated with him and he informs me the delay has been caused by the sub-contractors for carting tho timber not making such progress as they should. There will no longer be this delay, as all the timber except 10,000 feet has left the mill and will be at the bridge site this week. Mr Orr's voucher for £14 8s is herewith forwarded. BATE OF 9d IN THE £~ The Chairman moved, in accordance with notice, that a rate of 9d in the £ be levied upon all rateable property within the district from the 16th May 1881, to the 31st March, 1882. Agreed to. REDCLYFFE BRIDGE. Mr Bennett said that there were some approaches to the Redcliffe bridge to be made. He moved that tenders be called for making these approaches, and that the Chairman be authorised to accept the most favorable one. Agreed to. KAIWAKA ROAD. Mr Torre said he had taken advice, and was informed that the Council was bound to make that road as laid down on the map. The Chairman said it would be for the parties interested to come to an arrangement about the matter. PHINTINGr AND ADVERTISING. Mr Bennett said the printing item was always a heavy one, and he thought less might be done with. He moved '" That tenders be called for printing and advertising required by the Council, and that theJChairman be authorised to accept the most favorable one." Seconded by Mr Tanner, and agreed to. The Council then adjourned.
